Why Didn't I think of that?

You know those moments when you find something and go "why didn't I think of that?" or my personal favorite thought "If I thought of that, I could've been a millionaire by now."  Well I stumbled across something recently and these were the first thoughts to come to me.

I think it is incredible.  Who thought of this?  I think there is great potential for this.    What do you think?  Is it the greatest thing since sliced bread?  I can see some potential health risks having an electric charge attached to you though.  I predict this will not be the last time you hear about this though.
